My plan to stop gun violence will require gun owners to: 

1. Take a gun safety course and pass a gun safety exam in order to own a gun.
2. Register all firearms with the State of Maryland and demonstrate every other year that they continue to have the gun in their possession.
3. Surrender firearms that lack registration.
4. Face criminal charges if their firearm is recovered from the scene of a crime.
5. Pay a tax on bullets to fund a buy-back program to reduce the number of assault weapons in Maryland.
6. Purchase ammunition that is stamped with a Bullet Identification Number (BIN) and have their name recorded in a statewide registry for law enforcement purposes.
7. Keep their firearms in a safe at home.
