Working for the Public Interest
Jordan has invested over half of his life thus far in public service through volunteerism; few if any of the other challengers can make such a claim of consistent dedication to the improvement of the community.
Throughout his life, Jordan has taken an active approach to citizenship. He has served on the White Flint Downtown Advisory Committee, the District 16 Democratic Club Board, the Western Montgomery County Citizens Advisory Board, and the Selective Service Board. He previously served as an Area Coordinator for the Montgomery County Democratic Central Committee, as a Board member on the District 16 Democratic Club Board, as the Chair of the Washington Suburban Sanitary Commission Customer Advisory Board, and as the President of the Luxmanor Citizens Association.
Jordan is the President of Rotunda, LLC and the Host of Public Interest Podcast, which has tens of thousands of listeners and features interviews with cabinet secretaries, major network news anchors, Pulitzer Prize winners, Nobel Prize laureates and candidates, ambassadors to the United Nations, governors, foreign parliamentarians, congressmen, senators, delegates, mayors, councilmen, executive directors of non-profit organizations, and others who seek to improve the state of the world. Jordan created this podcast to foster greater civil dialogue among difference, to ennoble public servants, and to inspire others to pursue paths of public service.

Healthcare Experience
Jordan has a wide array of experience in healthcare that is unmatched by any other challenger candidate. Jordan has worked on health policy issues in the Maryland General Assembly while working for the Vice-Chair of the Appropriations Subcommittee on Health and Human Resources. Jordan has written language that has since been incorporated into final federal regulations pertaining to Medicare and Health Care Reform. Jordan has a Master's degree in Health Policy from the Johns Hopkins Bloomberg School of Public Health. Moreover, he has experience working in a variety of settings with a variety of stakeholders in such a way that he is able to appreciate the many perspectives that will be brought to the table during discussions about how Marylanders can get better value from their healthcare, control costs, improve quality, and finally have security with their healthcare. Unlike any other candidate for Delegate in District 16, Jordan has worked in both inpatient and outpatient clinical environments, in Maryland and Federal legislative bodies (Jordan has experience working for the U.S. Congress), in the non-profit advocacy setting, in the private sector consulting business, and has formal academic training on the very issues that he wishes to work on as YOUR Delegate.
Professionally, he brings a wealth of experience at the intersection of health care policy and Maryland state government. After college he served as a Legislative Aide for a Delegate to the Maryland General Assembly. In that role, he learned that providing outstanding constituent service is as important to the work of a successful delegate as ushering bills through the legislative process. While with the General Assembly, he worked on health and budget issues and closely monitored the development of what would eventually become the Patient Protection and Affordable Care Act in Congress. His achievements include research supporting the passage of a utility regulation bill preventing “termination of service” to indigent customers on days of extreme temperature, as well as the issuance of a $5 million bridge grant to Bon Secours Hospital enabling it to ensure continued service for uninsured patients.
In order to be more effective as an advocate for all families facing difficulties within the health care system, Jordan pursued his MSPH in Health Policy with the Johns Hopkins Bloomberg School of Public Health. While in Baltimore, he supplemented his academic training with concrete experience working on mental health care delivery systems, patient safety, and quality of care at the Johns Hopkins University Medical Campus. As a healthcare policy advisor at the National Partnership for Women and Families, he wrote comments pertaining to the implementation of the ACA on the use of quality measurement to improve value in health care. Some of those were incorporated into final regulations in the Federal Register. He worked on Health IT at Kaiser Permanente and at the District of Columbia's Department of Health Care Finance in the Health Care Reform and Innovation Administration on health information exchange and health information technology policy.
He currently is the President of Rotunda, LLC, a locally based communications consulting firm.
Annapolis Experience
Jordan Cooper has extensive on-the-ground legislative experience in Annapolis. Jordan first worked in the Maryland House of Delegates in 2003, returning there between 2008-2010 to work as a Legislative Aide for Delegate Keith E. Haynes in the House of Delegates. During this time, Jordan gained professional experience solving problems and providing answers to constituents in need of assistance. Jordan learned how to negotiate the bill-to-law process by helping usher bills through the House of Delegates. During the time he served in Annapolis Jordan worked across the hall from Delegate Susan Lee who currently represents District 16 and across the street from Senator Brian Frosh of District 16. Jordan knows HOW Annapolis works, knows WHO works in Annapolis, and Jordan knows, more than any other challenger candidate, WHAT works in Annapolis. He will use this knowledge to the advantage of the constituents of District 16 and ensure that no time is wasted bringing a freshman Delegate up to speed; Jordan is ready to Hit the Ground Running from Day 1.
From the Community, For the Community
Jordan was born and raised in Montgomery County, Maryland, and now lives in downtown Bethesda. As a graduate of the local MCPS educational system—Luxmanor Elementary, Tilden Middle, and Walter Johnson High School—he knows what works and what doesn’t for local students and families. He is a graduate of Vassar College and of the Johns Hopkins Bloomberg School of Public Health.
Jordan has volunteered, worked at, and studied in many major institutions throughout District 16. He knows our District, its schools, our Legislature, who we are, and how to put the community first. As a candidate for delegate he is committed to advocating on behalf of all the residents of District 16.
